Senators Robert Menendez (D-NJ), Harry Reid (D-NV), Richard Durbin (D-IL), Charles Schumer (D-NY), Patrick Leahy (D-VT), Daniel Akaka (D-HI), Michael Bennet (D-CO), and Kirsten Gillibrand (D-NY) introduced the bill.
